Overall spend can still be whatever they like but each individual has to adhere to the above limitations.
Several benefits. It forces the club to do some proper scouting. It takes out that risk of massively overpaying for a player(Antony). It stops us going for that past his best type we're so fond of. It helps ensure we buy a good number of players, which we badly need.
Downside is you don't get to sign Kane or Rice types. But those guys aren't coming here anyway for the forseeable. That ship has sailed.
