Barcelona a question of taste really, arguably in 2011 they got too technical in possession but 2009 team was fun with Eto'o and Henry with Messi. 2015 team also with Suarez, Neymar with Messi. 2006 team with Ronaldinho was fun too.

Bayern Munich 2020 under Flick was one of the most balanced but also attacking teams I've ever seen. 2013 was great too obviously.

For Man United in 1999/00 and 2006/07 probably were the most attractive seasons. 2000 with not playing the FA Cup missed out on another double and one bad game against Real Madrid in the CL, a rare bad night for Keane, but 97 goals scored in the league and some great attacking football, in their element. 06/07 was dribbling Ronaldo before he became goal focused, and Scholes and Giggs were at the start of their second wind of their career, without being too old.

Obviously loathe to say it but objectively speaking peak-Klopp Liverpool were good to watch around 18/19, heavy metal football. Man City have played great football, best was 17/18 with De Bruyne and Silva as attacking mids was the best. Just hard to care.

Arsenal 03/04 gets the credit, but I think the 07/08 team played some lovely stuff and only finished 4 points behind us in the end. If Gallas had been a better captain.

International football is full of good, exciting teams that never won the big tournament:

2000 Netherlands
2004 Czech Republic
2006 Argentina
2008 Russia
2018 Belgium

Some other clubs that caught my eye:

Porto 2011 when they won the Europa League under Villas-Boas
Athletic Bilbao 2012 under Bielsa
Leeds under Bielsa first PL season
Brighton last season
Leverkusen this season

That Birmingham away game in hindsight turned out to be a season ender for Arsenal, arguably even a devastatingly pivotal moment for the club as it kickstarted their reputation as bottlers, which they never truly recovered from yet.

Started with a career ending horrific tackle on Eduardo, with the offender rightly sent off and forced to play basically the entire match with 10 men. Then Arsenal threw away 2 points at 90+5mins against that same team. They won 1 out of 7 league games after that which sealed their fate in the title race.

On top of the ones mentioned Keenan’s Newcastle was great fun, although I probably wouldn’t want to set up like them. Total kamikaze football. His England team was surprisingly dull to watch.

Atletico
While Atletico currently has a totally different reputation, before Simeone the club was actually playing some of the most exciting football in Europe!

2008/09 Atletico Madrid team in particular was one of the most exciting attacking teams ever. The team had incredible offensive talent with Forlan and Aguero as the attacking duo scoring combined total of 49 league goals that season between them (Forlan 32 and Aguero 17). Then there were Simao and Maxi Rodriguez bombing down the wings in a classic 4-4-2 system.

That season Atletico scored 80 league goals overall which is more than in any of the Simeone seasons including the title winning ones.

Despite this the team was nowhere near challenging for the title because other than the 4 elite forwards the rest of the team was totally mediocre. But that was the beauty of it, as the only way to win was to just attack and the team played offensive football against everybody, including Pep's Barcelona. And they could beat anybody on their day too!

The highlight of the year was beating the legendary treble-winning Pep's Barcelona 4-3 in one of the best football games ever where both teams attacked from 1st minute and had tons of chances. It could have easily finished 7-7.

The game was in March and Barcelona came to Madrid with a false sense of security as they were 1st on the table and Atletico was sitting on 8th. Barcelona had already completely smashed Atletico 6-1 in their first encounter, and everyone expected a similar smashing in this fixture as well, as Atletico had basically no defense facing one of the most legendary attacking teams in history of football. But the things went completely wild as it was Aguero-Forlan time! And the game became an instant classic as neither team took a step back and it turned into a shoutout.

The full video of the match was recently uploaded on La Liga YouTube channel and you can watch it for yourself there. Simply a legendary game full of legendary attacking players wreaking havoc.

Aguero and Forlan were both in their prime at that time. I actually think that this version of Aguero was better than the one in England as he wasn't injury prone yet, and he played like an all-around offensive player, often acting as a support striker for Forlan, who was on absolute fire that year.

There were also other legendary high-scoring games that season like 4-4 against Villarreal.
