I'll try and be somewhat realistic.

Outgoings:
Mata - always been overrated as shit and has got worse
Martial - I do like him but there's not space for him, Rashford, and Alexis - and Martial seems most likely
Shaw - has been unlucky with the managers and injuries but perhaps he was over-hyped
Carrick - retiring
Fellaini - good attitude but he's the embodiment of this club post-Fergie - expensive and shit
Darmian - never really hated on him like some do but he's not special
Blind - thought he was a good signing and would work under certain managers but it isn't really happening for him
Rojo - I like him but we're well stocked with centre backs and he's no better than the others

Incomings:
Alex Sandro - from what I've seen he's reasonable defensively and feels natural going forward; also not too old but enough so that we shouldn't be waiting on his 'potential'
Alderweireld - I'm a bit skeptical about his injuries but he's pretty much good in every respect
Ruben Neves - I think it'd be a hard deal to do this summer but he looks well balanced and could play in a two or a three
Willian - wouldn't really want to negotiate with Chelsea because they'll be difficult about it if Conte's not there but for the lack of alternatives I'll say Willian

Finally a realistic selection of ins. The outs would cause us problems though. Shaw, Darmian, Blind and Rojo are the only players in our squad who can play at left back. If they were all sold and we only signed Alex Sandro we would be screwed if he got injured.

Always intrigues me how much time people lose while making this kind of post? Anyway, I would lock him for midfield, fullback and rightwing position and make his wish. Other than that, I would say improve what you have.

"Too good to be nr 2" - poor guy, earns a fortune being backup gk in the worlds biggest football club, and still gets quite a few matches every year.
One of the last players i'd get rid of, unless he asks for it.

1.) His stock is at an all time high
2.) He’s starting to catch injuries and will be 32 by the time next season is done
3.) Can recoup a fair amount of money for him to use elsewhere
4.) We have Pereira who can take over and be an understudy to De Gea

...combination of all those things I’d say

I think Oaencha is referring to the fact you listed two leftbacks in Alex Sandro + "New left back" (three even, if you count Ryan Sessegnon. But as mentioned he is more of a LW, atleast looking forward).

We need two new fullbacks for sure but one of them should be a rightback ;)

I'm not sure what is worse, the signings or the suggestion we promote Matty Willock.
Willock made it on bench in last match of last season so i guess he's amongst our youngsters that Jose did rate. If McTominay can, i dont think there will be any problem with Willock, as you can see both of them are plan Cs in my squad so basically they wont play much, just some chances given to test their mentality at highest level matches.

About other options i have argued about their abilities in some of transfer threads so i would like to preserve my opinion without repeating the same explaination.

The OP said it all, "if you're in charge", so my former post is practically my individual dream scenario, i dont put too much hope on it to be realistic.

If anyone demands seriousness, here was what i think would happen this summer

Sell: Blind + Darmian + Shaw + Martial ~ £100M

Buy:
Alderweireld £40M
Fred £40M
1 RB/LB £50M
1 RW £50M

Net spend ~ £80M (+50M for 1 more CM if Fellaini does leave)

Sanchez to compete for a slot on either wing. I would start the season with him mostly on the bench, as his form since coming here warrants.

Shaw to deputise for Sandro. Absolutely no more of Young at LB unless both of the aforementioned are injured, or we're playing a back 3 with Young at LWB. He can compete with Valencia for the RB slot while TFM is phased in (or given a chance, whichever way you wanna look at it). I get the impression Young would be better at RB because he won't have to keep twatting the ball up the line with his weaker foot when pressed, and he's way better at beating his man that Valencia. Whether or not his crosses from the right would be as good as his in-swingers from the left I don't know.

Herrera and McTominay cover for Fred and Matic. If Pogba is out then bring Lingard in and switch to 4-2-3-1 - and sometimes swap one of Fred/Matic out for Lingard against lower table teams at Old Trafford. TFM can play in midfield in an emergency too.

Far from convinced that would be enough to catch City but I'm not sure who we could realistically sign who would give me that confidence. Kroos, Veratti etc are not attainable.
