Chat toolbar is greyed out when trying to post

Hi - I find the chat toolbar (where you'd click for bold or entering spoilers/media, emoji) is always grey when posting. Is there a reason for that?

Click the tool icon on the far right. It should be highlighted in yellow when the toolbar is disabled.
