It means all club and NT the player played during that called 5 year time period is blocked. All time.
If he's played for a different club or NT outside of that 5 year period, they are still open.
For example, if Cristiano played for Portugal and Real during the called 5 year, all players from both are blocked.
However you can pick from United as it's outside of that 5 year period.
