Yes, but the teams as a whole have it back to a one horse league. Feels like all the top leagues are on a bit of a down cycle.

Aye, you could argue that the real watershed moment was Guardiola and Klopp's move to England as they were unanimously rated among the Top 3 for club football — that in itself shifted the balance of managerial strength to a massive degree, a bit like 2004 when both José and Benítez decided to join Premier League outfits and helped engineer one of the most dominant eras for the league as a whole, especially in European competitions, with Fergie and Wenger. The Bundesliga definitely appeared to have a better top and middle layer in the mid portion of the 2010s: those two at Bayern and Dortmund, Tuchel at Mainz, Favre at Mönchengladbach, Hecking at Wolfburg. Even now they are pretty stacked in the managers-on-the-rise category with Flick, Nagelsmann, Rose and co.

I think it's become more competitive from the good management, despite quality of players staying relatively constant.
