I was thinking the same. If that is the reason it reflects badly on Qatar SC.
It's not true, the scorer of the first goal Benlamri also plays for Qatar SC and he wasn't let go.
Belaili has been negotiating his release prior to the starting of the Arab cup as he has offers from Marseille, Montpellier and Villareal, the announcing of it was due to Belaili himself post game saying he's agreed to a mutual termination, has nothing to do with the scoring of the goal and his celebrations as some media outlets are claiming.
