I think Wenger's arrival really messed up Newcastle. Chances are without Wenger transforming English football, maybe United's standards slip slightly in 1998 and Newcastle take advantage and win the league themselves. Anyone who watched football in 1997-98 will know Newcastle's downfall had zero to do with Arsene Wenger.
