Kerman is close to Iran’s southeastern Baluchistan province, where there has been a low-key on and off insurgency over the decades and sporadical attacks like this one. Probably safe to assume some degree of foreign backing for Baluchi militants in Iran, if not for this specific attack (if that’s what it is). America and Israel have both demonstrated the capacity to engage in clandestine operations within Iran. Not sure what Tehran’s relations with the Taliban are like currently. Otherwise you are maybe looking at the MEK which has many influential supporters in Washington but is reported to be widely despised within Iran.

I'm not pushing back on the idea that ISIS carried out the attack, I have no way to say anything one way or another. Just pointing out that official comment by the United States on violence anywhere in the Middle East is less credible than Kanye West's instagram.Tweet
