Is Stopping ESL Enough?

Maybe a bit drunk with the Woodward news and United withdrawing from ESL, but is this really enough?

From a local perspective talks about a 50 + 1 model in England are promising, however shouldn't we also reform the financial rules governing football on a local and European level too?
I mean the FA and UEFA's governance allowed this situation to arise, and if it weren't for the fans football would be dead.
It would really annoy me if UEFA in particular claim this victory as a validation of their governance.

What do you guys think? Shouldn't we go all the way to make sure football is fair and sustainable?
