In this day of the super agent, I'd imagine managers/sporting directors have to also be very connected to their peers, at least to make sure the agent isn't ripping you off.

As a club, we've always been proud of our youth development, should we be doing outplacement training too, in coaching and management? Then use that to strengthen our position in the transfer market?

You don’t make someone inexperienced the captain of a ship. There’s too much responsibility and too much at stake.
