From what I can see, they basically want even more controversy considering some of things mentioned here are pointless and undefined properly. Some rubbish changes, IMO.

If someone has the original source(with clearly defined rules) it would be welcome to replace the link I posted, I just googled it after reading it on my local news site.

Not really their rules; most of these were put in place by IFAB and apply worldwide.
