Question: Club grown player 'ratification'?

When the club adds a new club-grown player to their player roster, for example: Arnau Puigmal, do United need the OK from UEFA? Assuming the foreign born player has been with us for 3 years, do we automatically assume they're now 'club grown'? In other words: Is there a ratification system for 'club grown', or do United assume automatic ratification?

They need to add him on b-list, but Uefa or Fa has had the player registration from the beginning.
