The Iraqis were better equipped than the Russians imo, which is saying something given that most Iraqi military equipment was sourced from the Soviets.Those 300,000 conscripts mean sweet feck all if they are as poorly equipped as the Iraqis were on the eve of the ground battle phase of Operation Desert Storm. And the Iraqis were estimated to be 650,000 strong at the time.

There is another point to consider: Millions of people were either mobilized or left Russia to prevent that. That means a lot of people who know how to operate such facilities aren't available. Those who remain might lack the skills (or simply the numbers) to operate and maintain correctly. So naturally the number of simple (but effectful) accidents increases.That makes sense.
