Heard they've only got around £20m transfer budget for the season if they don't sell. Are they actually in such a bad financial state that this is true despite the promotion? Judging by their transfers so far it seems that the rumour might be accurate.

Bénie Traoré (Häcken) - £4m
Anis Slimane (Brøndby) - £2.3m
Yasser Larouci (Troyes) - free

Three young signing from low level leagues (Allsvenskan in Sweden, 3F Superliga in Denmark and Ligue 2 in France). Traoré has scored a lot of goals the last couple of seasons but the Swedish top tier is not at its peak, not that it ever was anywhere near the Dutch, Belgian etc. leagues anyway.

The current squad doesn't look like a Premier League team in any way. Average keepers and some decent defenders (Ahmedhodžić, Egan). Berge and Norwood bring some PL/top tier experience to their midfield but all in all it's very much huff and puff with no real quality on the ball in the middle of the park. In attack a lot seems to rely on Traoré hitting the ground running, especially if Iliman Ndiaye ends up at Marseille. The other options are the same old Brewster, McBurnie, Osborn etc. we saw the last time they were in PL. If they do sell Ndiaye they better invest that money smartly.

Burnley are so much ahead of the other promoted teams, both in terms of the squad quality that got them promoted as well as the level of signings they've made.

They'll still get relegated, but might play some slightly better football while doing it?

When he left last time they were bottom with 14 points after 28 games. They were terrible that season.
They did OK in his first season though didn't they?

Plus at current rate they're on for 10 points in 28 games - so 14 would be an improvement!

They did but since then he's stunk it out everywhere he's been.

They arguably have a worse squad this season than the one that got promoted so I'm not sure what they expected from Heckingbottom. He over-achieved in taking them up and ends up getting sacked for it. It's also been terribly handled, if you're sacking someone then just get on with it. To brief the media that it's going to happen and then take 2 days to actually do it is really poor.
