The weirdly flexible rules of football

Genuine question: Do other sports have the same thing, where everyone sort of agrees to deviate from the actual rules, and it's okay? It's kind of a presedence thing, where the decision that is commonly made wins out over the actual rules.

The most common example of this is how defenders get free kicks by just falling down, as long as an opponent is at their back, while a defender can barge into an attacker without issue.

This was amply illustrated against Villa today, where Chambers shoved Rashford to the ground in a way that would 100% be a free kick outside the box - ref does nothing, there's not even any actual controversy around it. Minutes later one of our players lays the lightest of touches on Konsa's shoulder in their box, he falls, instant free kick. Again, this is "how it works". But as far as I know there are nothing in the rules tellling refs to differentiate in this way.

Do you see the same phenomenon in every sport?
