Who would you rather have?

The very best coach in the world with a very decent budget (around 6th, 7th in the world) and a top notch ability/scouters to identify the best or players for the money for your style of play?

or

A coach among the top 10 in the world, (but not among the top 5), one of top 2 budgets in the world, and the ability/status to attract the most talented players?

Please, justify your answers. Don't respond from the perspective of a fan that gets identified with the way his/her club does things, but from the perspective of someone who wants to maximize victories and trophies.

I mean it's hard to answer without drawing off your own experiences with your own club but it's Option A for me. Being able to spend the most/get the best doesn't equal success
