If we look at their team over the last few years;the best defence was assembled by the Graham/Don Howe era. Even Wenger inherited that but never surpassed it. Having a brilliant Veiria was fine but the Arsenal defence has never evolved.Their record of goals conceded after 20 league games is the worst since the 60s. After a promising start it's all gone to shit for them. They didn't spend anywhere near enough.
