It's literally less likely than it is more likely that they don't meet until the final. It's a 3/7 chance that they end up in the same side of the draw (whether drawn out now or only in hindsight). 4/7 chance they are separated until the final, in the case that both teams keep winning.
As it stands, I can't see a draw where possibly all four PL sides are drawn against a non PL side. We'll see at least one PL match-up.
