Would reintroducing the foreigner rule improve league football (not international football)?

The issue I see is that this gives a lot of advantages to countries where it is easier to obtain citizenship.

In Spain you can get citizenship after 2 years of legal residence if you are from Latin America or Portugal. Since it is a Spanish speaking country that makes it easy for Spanish speakers to be citizens, it would be the obvious choice for most Spanish-speaking players.

Ligue 1 needs foreigners, cause the best french players (except Mbappe) are playing abroad strengthening other leagues.

Bosman rule being back would make the dutch, portuguese,french,belgian, brazilian, argentinian, balkanic, etc leagues stronger, and it certainly would weaken the premier league.

Make it country of origin?

That could complicate things.

The country where they spent their football development years perhaps ?
