It's quite possible but also there's reasonable doubt into whether or not crucial innocence is established.
The CPS dropped the case only after witnesses backed out and 'new evidence came to light'. It'd be interesting to see what this is, but, being the CPS, it's likely to be evidence harming a conviction chance more than anything else.

There'd be pressure to publish the findings of report, minute by minute, correspondence into the matter and then scrutiny to follow. Considering Arnold left under a cloud he might want to 'take a few down with him'.
