Based on my estimated prices for players.

Liverpool - Sarr 40m, Buendia 35m, Upamecano 55m . 130m total, use rest on backup LB

Man City - Koulibali 70m, Thiago 30m, Auba 50m

Man United - Sancho 100m, Ndidi 50m - of course I'd love an elite CB partner for Maguire, but I feel like a high quality defensive midfielder along with Sancho would improve us massively.

Chelsea
- Koulibali 70m, Upamecano 55m

Rayan Ait Nouri

Man City
Pau Torres
Nicolas Tagliafico
Patson Daka

Jadon Sancho

I'd probably blow the whole 150m on Jadon Sancho and Jack Grealish ... fully aware that there's other areas that we need to strengthen too, but I just can't help it. I badly want to see those two in a United uniform, so sue me :D

don't really care about what the other teams would do.

Liverpool:
1. CB (Kalidou Koulibaly 75m)
2. MF/Atk (Jack Grealish 75m)

Just going for as many titles as they can with Koulibaly & Van Dijk in defense. Grealish to offer something different both for midfield and attack.

Mane - Firmino - Salah
Grealish - Henderson
Fabinho
Robertson - Koulibaly - Van Dijk - Arnold
Alisson

Good alternatives:
Origi, Shaqiri, Woodburn, Minamino, Ox, Keita, Milner, Wijnaldum, Matip, Gomez, & Adrian
Future plans:
Up the quality on the bench with young players and save up for the rebuild when the front 3 and CB-pair decline.

Man City:
1. DM (Wilfred Ndidi: 80m)
2. CB (Nathan Ake: 30m)
3. Attacker (Ferran Torres 40m)

Needs to challenge.
To challenge the team needs a proper replacement for Fernandinho as the ball winner. Ndidi does that. Ake & Torres to give them more players if some are off form or injured.

Sterling - Aguero - Silva
KdB - Foden
Ndidi
Mendy - Laporte - x - Walker
Ederson

Good options: Jesus, Mahrez, Torres, Fernandinho, Gundogan, Rodri, Zinchenko, Otamendk, Ake, Stones & Cancelo

X= whoever is on form between Otamendi, Ake or Stones

Future plan:
Buy a top CB if none of Stones or Ake takes the spot. Plan for a life after Aguero. See if Mendy needs changing. Get proper backup to KdB/Foden.

Man United:
1. DM (Eduardo Camavinga 50m)
2. CB (Dayot Upamecano 35m)
3. LB (Alex Telles 33m)
4. Striker (Joshua King 32m)
I'm taking Sancho as if he has arrived.

Adding youth rotation for Matic in Camavinga with a aim for him to take over within 2-3 years as the main DM.
Upamecano is supposedly very fast which should help to have him cover for Maguire as his partner. Alex Telles is my choice for left back because he has a relatively cheap release clause and he is a very attacking fullback going by what I've read, which is ideal when I consider AWB on the right. King is just for backup/rotation.

Rashford - Martial - Sancho
Pogba - Bruno
Matic
Telles - Upamecano - Maguire - AWB
De Gea

Good options: King, Greenwood, Camavinga, Fred, McTominay, Garner, Shaw, Williams, Laird, Lindelöf, Tuanzebe & Romero
Future plan:
Replace Fred with an rotation-alternative to Pogba as a deeper creator. See next summer if Henderson has continued development to the point where he is worth the chance to replace De Gea.

Chelsea:
1. GK (Jan Oblak: 100m)
2. LB (Nicolas Tagliafico 17m)
3. RB (Max Aaron's 33m)
Taking Havertz as if he has arrived.

Young team. Desperately needs a GK but otherwise is looking good. Just adding more youth to grow with the team. With a proper GK I suspect the defense will be less shaky.

Werner
Pulisic - Havertz - Ziyech
Kovacic - Kante
Tagliafico - Rudiger - Tomori - James/Aarons
Oblak

Good options: Abraham, Giroud, CHO, Mount, RLC, Jorginho, Gilmour, Azpilicueta, Zouma, Christensen & Caballero
Future plans:
See if Tomori and Rudiger are a good match, start to consider who to replace Kante with.

Grealish have to wait next summer if Pogba stays. Can't comment about other clubs, no idea what they need.

We have a strong first eleven, so our focus should be to strengthen the depth of our team.

Manchester United:

Kubo: £30m
Grelish: £60m
Jimenez: £50m
Charlie McNeil: £2m
Total: £142m in targeted ranged.
Would sell Matic, lingard, Jones, Sanchez, and Mata to find a deal for Gzendouzi, Sandro Tonali or Camaviga.

De Gea
AWB - Linderlof - Maguire - Shaw
Matic(Guenzdouzi)
Pogba - Bruno
Mason - Martial - Marcus

Romero
Dalot/laird - Tuanzebe - Smalling - Williams
Fred - Mctominay
Kubo - Grelish - Hajibel/James
Jimenez/Charlie McNeil

All those putting Sancho, will not be in that ball park.

Sancho, Benrahma and whatever's left on a starting CB. Failing that, someone to compete with Shaw at LB.

Thiago
Havertz

Upgrade midfield (Thiago and Havertz ahead of Fabinho, or Havertz and Henderson ahead of Thiago) and offer alternatives for the forward line when necessary (Havertz as a similar and potentially better replacement for Firmino, and in his place offering a change of approach with Havertz coming in off the right and Salah playing right up top).

Man City

Koulibaly
Kante
Matuidi

Koulibaly as an obvious compliment to Laporte - aggressive and athletic, high quality. Rodri replacing Fernandinho has upset the balance in their midfield and David Silva is away - they need something different in the engine room. Kante alongside Rodri, behind De Bruyne gives them a much more typically harmonious setup. Matuidi as a left-field choice for left back - cheap, energetic and supremely adaptable and tactically intelligent. Don't know if he's over the hill now - maybe should be Tagliafico.

Man United

Sancho
Upamecano

Sancho is not a perfect fit but is a fantastic young player who we can fit in well enough and so should do. Upamecano is a great fit alongside Maguire and is very different to Lindelof which pleases me.

Chelsea

Koulibaly

£80m+ already spent. Went with the big name centre back. Could have been a keeper. Or maybe a left back or striker.

May I be so bold as to offer an amendment to your suggestions, all in the players interest?
Keeping the fees as above, but have Phil go to City, I mean he knows where all the local hospital facilities are. Lingard to Chelsea, it would give him easy access to Camden market to hawk his fashion lines and Liverpool and Rojo just seem a right pair.

If I'm Liverpool or United I'd try and get Kane.

With City, I would focus on the defence.

At Chelsea I'd try and get Nick Pope and spend the rest on a LB and CB. I would say Oblak for them but he'd take up too much of the budget.

I think either Man Utd or City needs Kane
City cos Aguero is getting older and Gab J has not delivered.

Yeah I was thinking City at first but I think they can get by another year with their attack but they need to improve their defence right now if they wanna win the league next season.

If possible for that money :

Sancho
Kai Havertz

Need to have more depth and quality, need to be able to rotate, and need more creative att. midfielders.

I agree. City needs a CB and LB(Unless Cancelo can work). The window to get Kane is closing, he is 27yrs, he doesn't stand a chance of winning the league or CL at Spurs. He is the best striker under 30. He is a franchise striker
