I think they can't because the NG aren't theirs to command.

The mayor as head of DC can control them once they are deployed to the city. Not sure where the fact that the Capitol is federal property plays in.

This also has something to do with DC not being a state or part of one too?

Only Congress can direct the Army to act on Domestic territory.

The President can call out the Nat. Guard too I think.
