It's not a front two.
It was in many ways. Though Garincha was a right winger by trade, he often also played as a forward closer to the middle and his combo with Pele was deadly. I understand Brazil never lost a single game in which Pele and Garincha played together.

It wasn't as they never played as a front two, despite Garrincha cutting in a lot. Granted, Zagallo's role was a strange one and you can say that sometimes their 4-2-4 looked more like a 4-3-3, but it's still not a front two by any definition.
