Fulham aren't coughing up his wages, not in full and it's an option to buy, not obligation which means we'll be in the same position with him in 12 months time.

Bailly should surely be £13-18m assuming he passes a medical. Frankly that is pretty cheap for someone who has at least showed some promise.
He wants to play, I hear London is a nice city. At the end of the loan he can still go to another club if he has attracted better suitors.
