</a>As DD says, UBB is not free but <a href="http://www.phpbb.com/" target="_blank">phpBB</a> is a nice looking free bulletin board.
<a href="http://www.invisionboard.com/" target="_blank">Invision Board</a> is another interesting looking one, although you can only get it free on a restricted licence....
