I read earlier that the assassins were speaking in Spanish with South American accents before claiming to be DEA. The Post article suggests that Moise may have been at odds with drug cartels since Haiti has become a stopover in transporting narcotics to the US. Another article brought up the US backing him since he was anti-Maduro so I guess it could also potentially be related to that.
