The financial fraud helped them get the manager and exact perfect players they'd need to get that style of play though. It's all hollow.
Man Utd and Chelsea have spent a lot but cant get the perfect players. Why?

It is not unexpected and that is how they can become so dominant in league. Winning a league requires consistency. City has the resources to have at least 2 world class players at every position. This takes away any injury crisis risk that other rivals facing. Once the other teams enter into an injury period at some point in the season, that will be when City will run away with the points. Last year that happens as well when Arsenal had the injury crisis near end of season. If Arsenal has the same resources for their backups, they would have won the title last year. Unfortunately nothing can be stopped unless we somehow managed to sanction City and restrict their unfair unlimited resources.
But they don't have 2 world class players in every position
Ederson
Walker Dias Gvadiol
-----Rodri Stones
-KdB Foden Bernardo
---Haaland

What does this 2nd world class 11 look like?

We were already established clubs with ways of operating as opposed to a nothing team that could start from scratch and basically poach the entire set-up of the best team in the world at time (Barcelona) and copy their model. They were also able to replace failed players almost immediately and buy another until they worked out, which we cannot afford to do (see Hart, Bravo, Ederson in successive seasons, or the endless stream that was Nastasic, Mangala, Savic, Boateng, Demichelis, Lescott, Otamendi, Laporte, etc..

There's no doubt the signings they made have been far better (obviously there are large question marks over the fees and what some players are actually being paid) but they shouldn't have been allowed to make them because they hadn't organically grown themselves to be able to afford those many mistakes.

I'm sure Luton can identify some amazing players but they haven't got a chance of landing them. City should still be in that same bracket.

Definitely not writing them off but they don’t look to have last year’s level in them.

They have struggled against a number of sides - Chelsea twice, Spurs in their 3-3, now Liverpool - that have been brave enough to up the tempo and stretch them in midfield. Rodri/Bernardo/KDB is a brilliant trio but can get exposed for having a lack of athleticism and running power at this stage in their careers.

Teams that win titles tend to peak in the second half of the season.

As others said it was common under SAF. Likewise Wenger's double teams, when they went on a run they meant business.
