It's a small file that you download that opens a kind of window to other using that are sharing or downloading something. This file allows you to join in downloading it. You are expected to keep 'seeding' (sharing) the file after it has finished downloading as most sites have a ratio system which checks your download stats against you upload stats. Keep a low ratio, or hit and run (take without sharing) and you will get banned from the site.
