Allow all freekicks around the box to be taken at any time, and not all this “wait-for-the-whistle”-bullshit.

I never understood the reasoning behind generally only allowing free kicks around the box to be taken at the refs whistle (ie the attacker is generally not allowed to immediately shoot on the goal)

IMO it slows the play down. The defense should always be on their toes and not get a small “time-out” to set the wall etc.

If it is only to avoid a goal scored while the keeper is setting up the wall I think the teams should just find another way of setting the wall.

Scraps allowed like in hockey

Sniper up on gantry taking shots at the crowd depending on who is scoring. So if your team scores once he gets to shoot once at the oppo fans

Goalposts should have barbed wire and flames wrapped around them

The pitch should have giant robot-wars style house robots who assault players when they stray near the edge of the pitch, and the center of the pitch should have random land mines

Gunge machines to be installed on the dugouts do coaches get randomly covered in slime
I don't know about some of these proposed rule changes.

Clearly the giant robot idea would favor the wealthier clubs would could afford the R&D and the requisite scientists needed to develop and maintain the robots. City, Chelsea and Arsenal already have far more advanced robot tech than the rest of the league.

Oh... and get rid of the league cup

Referee has a separate ticking clock also available to be seen on TV and in the stadium for the shite teams teams that have no interest in winning and that timewastes when drawing. And then when the clock hits 90:00 the separate clock will only tick when the ball is in play, so we actually get an accurate representation of the football we should have seen. In injury time we still see players taking 40 seconds for a throw in etc. Can't believe this rule hasn't been thrown in to football yet. It would make it so much better.
If Team A (San Marino) timewastes for 12 minutes against a superior team then concede the first goal (second half) then the additional time that San Marino themselves as a team wasted shall get revoked. They shouldn't get time to find an equaliser in the time that they wasted.

More football generally than just the premier league, I'd like to see the clock stopped for fouls etc to prevent time tactical time wasting, injury feigning and substitutions in stoppage time whose only aim is to use time up. Who wants to watch that? It ruins the entertainment factor.

It's ridiculous at the moment, teams deliberately try to keep the ball out of play and run down time as a tactic instead of actually playing the game. Then the referee will add on a pretty arbitrary amount which can bare little relation to the amount of time the ball has actually been in play.

I agree with this

3pts for a win, 2pts for a score draw and 1pt for a goalless draw. also introduce sin bins for second yellows and you can only change your manager during the transfer window.
2 points for a score draw seems flawed.
Every game just after kick off - team A "here you are team B, walk the ball, into the goal". Team B "walk yourselves a goal too, let's guarantee ourselves 2 points".

VAR.

Automatic one game ban for diving (subject to a review by the FA if not spotted by the ref).

A lot of this could apply to football in general, not just the Prem.

My suggestions would aim to achieve the following:
- Fairer football that increases attacking play, goals and stamps out time wasting. This also includes measures to improve the 'product' for the audience
- improvements in the standard of officiating
- 'Level the playing field by giving smaller clubs the chance to compete on the basis on their ability to develop youth
- Increase the development of UK players, while attempting to avoid draconian 'EU Protectionism' measures that is against the spirit of BREXIT

Easy Stuff
- VAR
- 4th relegation spot, with that team joining the Championship play-off
- Committed officiating on to stamp out long standing rule breaking like; cynical fouls to stop counter attacks, pulling/ pushing in the box, dissent
- independent time keeping to determine stoppage time (displayed 'live' on a separate clock)
- enforcement of time wasting sanctions (e.g ball in keepers hands, limits on time to take a throw in)

More Difficult
-
The equivalent of disciplinary panels for Refs to address poor performance. Includes pay penalties, suspension from matches (but also benefits/ awards for good performances)
- Increased pay for Refs
- Refs having to explain decisions in post-match interviews

Much Harder
-
Even stricter loan rules to stop youth player stockpiling
- Increased levy on TV revenues to be directed to grass roots and lower level football
- Stricter 'home grown' quota on matchday squads to include more players deceloped in home academies
- Caps on wage and transfer fees on youth players
- Allow the existence of feeder/ B teams, with similar transfer rules as Holland/ Spain. Either implemented through 'new' teams entering the 6th tied or allowing the 'purchase' of lower league teams
- NBC style television packages, where UK fans can watch any game they choose

1) VAR being used when the referee isn't sure of what happened ; offsides and penalties for example.
2) Diving being punished retroactively.
3) Poor referees such as Kevin Friend and Lee Mason being given warnings, fines and demotion.
4) Stop the match clock when the ball is out of play. This is to prevent time wasting.

Firstly I must say most of the genuine ideas on here are great!

I think it’s clear for most, and identified by most on here, the 2 biggest scourges on the game are time wasting and diving. Here’s my 2 cents.

1. Time wasting: time simply stop if the ball is not in play (said by most), but I would also shorten the game to 60/70 mins to compensate for this.

2. Diving: VAR on this during game, even if game is not stopped, but penalties in play as soon as it’s determined a player has dived with the punishment being yellow card AND 10min sin bin.

2b. In addition any player to leaves the field on a stretcher cannot come back on. I would end this to anyone doing a 720 degree roll too, but probably unrealistic. Some of these players need to watch the type of contact that happens to men and women who play rugby league and union before they decide to roll around then sprint back on the field.

My other ideas that haven’t already been said:
- sin bins
- get rid of 4th referee for the constant VAR
- linesmen are redundant (VAR)
- Replays at the ground for those who go to a game live
- restrictions on the number of loan players a club can have over a certain age.

Silly / Novelty Stuff
- an EPL anthem that’s as epic as the champions league anthem
- a goal keeper sub doesn’t count as part of the 3 subs
- a longer ‘play on’ period for an advantage.
- no second captains

I'd change the way the fixture list is compiled to make it more fair, like they do in La Liga. Play all the teams in the first 19 matchdays, then again in the same exact order in the second half of the season. The way it's done now ends up hurting some teams, Leicester being a good example from last season: They had to play Liverpool twice while Coutinho was still there, giving them a disadvantage over other clubs who played them once and then again after he left. Hurts the competitive balance of the league imo.

- No points for a 0-0
- Goals scored replaces goal difference
- VAR
- Liberalise the offside rule ("daylight" between defender and attacker needed, offside only applies in the final thirds of the pitch)
- Transfers and managerial changes can only be made during the off season
- Ban shirt sponsorship
- Players boots can only be black, white, or the colour of the team's strip

A "fixed" fixture list in general would be a good idea. Have all the "big six" and likely relegation contenders essentially playing mini leagues between each other in April and May.

This Spurs game is reminding me of a problem in football. Teams who spread yellow cards around as they foul their way through a game, especially with midfielders breaking down counter attacks. Certain teams are well known for it.

Introduce a rule where cumulative yellow cards count. Something like the 5th yellow in a game results in a 10 minute sin bin for the last player to be carded, and 7 yellows results in a red.

Not a bad idea but doesn't happen all that often so maybe just overcomplicates things. I'm sure it's already been mentioned but an orange card would definitely be good for me. And sin bins generally in some form would be good.

  1. To avoid systematic fouls, copy the futsal system: When a team reaches 12 fouls beyond each half, the opposite team gets a FK from 22 meters (double distance of a penalty) without a defensive wall, just the keeper.
  2. The substitutions wouldn't stop the game. They had to be done during open play and the exiting player could leave the field in any place of the pitch
  3. Time limit to take corners, goal kicks, throw-ins, etc.
  4. If a player gets a red card, his team can bring another player into the pitch if they suffer a goal, except if the goal is scored from the red card offense (FK or PK). I hate games that end with unbalanced teams. It totally demotivates who's watching it.
  5. The ref would not stop the game to consult the VAR and each team could ask for a VAR appeal 3 times per half. If the VAR appeal founds to be valid, the team keeps the same number of appeals left. If the VAR appeal is not valid, the team looses one appeal on that half.

That would be a very vague rule. How do you define lesser player?
It wouldnt be a rule... i said presumably as in you'd imagine the guy being subbed on would be a lesser player otherwise he'd be starting... not always the case of course but most of the time it would be.

Like making us sub of pogba and fred being our only option.

Fa cup gets CL ticket instead of 4th place.
Not a bad idea, would be more logical if there is a playoff between the FA cup winner and the 4th place to decide who should play in CL. That way you don't undermine the team who has done well for 38 games to be 4th, but also make FA cup more valuable.

But what if it is vice versa and Fred has to be subbed for Pogba. That's why I said becomes difficult to define lesser player. Say Rojo gets a orange card and is replaced by Smalling or Lindelof. Won't that be better for us.

The League Cup should be like the Olympics. Mainly U23 with one or two senior players allowed to play.

There are too many matches for the senior players as is and it would be great to see the younger stars getting opportunities on a bigger stage.

Perhaps they can introduce the green card for minor offenses. Though I suppose the tories would object.

It would be generally speaking your best players start. The rule wouldnt say for a lesser player.. it would just be player must be substituted.

Wont happen anyway

1) stop the clock for injuries
2) No more draws. Play ET- then golden goal and play till a team wins even if it means 10 hrs.

Handballs in the box are a IDFK unless they're denying a clear goal scoring opportunity
Like another small box within the box where handballs become penalties?

Subs have a maximum of 5 seconds to take place, or else the whole fecking team get booked. God I hate time wasting. You can leave the anywhere you want on the pitch.

Beyond the 90 minute mark, everytime the ball is out of play the timer is stopped, ensuring us that 3 minutes of added play actually is 3 minutes.

I was thinking more as in if the handball is on the line/stopping the ball going in, or a guy swats it away from a guy about to shoot.

Totally agree. Or just play 60 mins but clock stopped every time ball is out of play

Behind the right goal post as "Whiteside shoots!"
If you go down and don't get back up in a few seconds, you have to leave the pitch and can only come back when there's a break in play and ref says so.

You're either injured (in which case you need to go off) or you're not. Would stop the pampered babies thinking that staying down/holding your leg/wincing will influence the ref into making a decision in your favour and/or carding someone.

An example (though not a PL game) was that Inter player after Wan Bissakas recovery tackle (fair). Get up you tart.
