Because he's offside after whoever it is heads it, he makes no attempt to move even after he knows he isn't getting the initial ball off the corner. Anyone with half a brain would have realised if they werent getting that ball to their head in that position they were gonna have to move. But he must know that any delivery is going to be put away from the keeper, so he isn’t going to be the one on the end of it.
