Romagnoli has been horrendus the past few weeks (Spezia, Red Star, Lukaku) so, even if on paper it's just rotation as we've another game on Wednesday, I think Tomori-Kjaer is gonna be our CB pairing soon if our captain keeps playing so bad..
That said, the general feeling is that Romagnoli soon could be in the "we should have sold him for big money when we had the chance" list alongside Alex Sandro, Nainggolan, Belotti, Dybala, Koulibaly, Milinkovic-Savic etc

From what I can tell Torino was banned from travelling but they had Lazio and the officials dress up and go out on the pitch, knowing Torino was stuck at home, to force the forfeit. You think if they were going to draw a hard line with COVID issues, they would separate a second team in training so they could travel a backup squad in case something like this happens.

If a team that has the minimum required squad to play doesn't show up, it gets 1 point deduction on top of the 0-3 match loss.
Each team has got a "bonus card" for postponement of the match if it has at least 10 players testing positive in the 7 days preceding the match, to be used once in the whole season.
Torino has been struck with 8 positives (and besides they already spent they bonus earlier in the season), they were able to field 13 players, and didn't show up, so they got the match loss and the point deduction.
Lazio also had the squad to play so they had to show up and enter the field or they wouldn't be awarded the win and would also get 1 point deduction.
Of course, being that Torino didn't show up because of an official travel ban issued on them by the local health authority (which did that because the positives got the nastier "english" mutation), they will obviously appeal, the sports court will obviously certify that, and the match will be rescheduled and the point deduction canceled.
It may look like an unnecessary pantomime but it's just better done this way.
Travel bans, quarantines and other restrictions can be issued and reversed by multiple local, regional and state authorities at any moment, and last minute communication with the football federation may or may not be smooth.
So to avoid confusion, misunderstandings, sleights of hand by unscrupulous clubs, "we didn't show up because you said they couldn't" stuff, the script is always played inexorably to the end, punishments are issued, and reversals are examined afterwards, even when it is clearly obvious that they will be granted.
