Problem is that it isn't as black and white as a 'dive' or a 'stonewaller'. It was soft, but there was a little contact and they often get given.
We can bring nationalities into it but I guarantee any other forward in that position goes down for the pen after the slight contact. His cross would've almost certainly been blocked so it was the percentage play at that point.
