No, Europa League (and UEFA Cup) never followed that rule. In fact, now it's more strict than it was before, with only two kick-off times available, 18:00 and 20:05. If I recall correctly, it was more "random" before.

I've went to see Feyenoord play Utrecht around 89-90 season where the dippers are playing tonight. Nice little ground. Mayhem between the fans though.
