Does anyone know if the round of 16 is an open draw when it takes place? Or are teams from the same association not allowed to be drawn against each other, nor if they were in the same group earlier on? Example would Arsenal v Man Utd/PSV be allowed or not? Thanks

Freeze the league as it is with no relegations happening and as a one off expand the league next season to 22 teams to include Leeds and West Brom. Exclude teams from the league cup who are playing in Europe and scrap FA cup replays for rounds 3 and 4
