The international announcements don't reflect well on United
On the topic of the international break, Lindelof, McTominay, Rashford, Maguire, James and Rojo are the only players heading away for senior international duty for their nations, which is an incredibly low amount, given United tend to have the most representatives at major tournaments.
Solskjaer will view that as a plus but Pereira and Fred, recent regulars, have been overlooked by Brazil in favour of Douglas Luiz of Aston Villa and Lucas Paqueta of AC Milan. It does not reflect favourably on United, or their midfield malaise.

I also think that finishing top of the group is important because of seeding. Winning the EL is our only chance for getting into the CL next season whilst we're not going to do anything noteworthy in the league, maybe finish 6-7th.
And that's without mentioning that losing would be a really bad result for the manager and his job security.
Also I don't see why we can't play a strong team on a Thursday and again on Sunday with both of them being home games. After the Brighton match there's an international break and we only have 6 players called up.

The other answer is that we have a international break coming up, there is no big need to rest the players.
It's a well thought out player management. Williams is on the bench, will undoubtedly come on as a sub around the 65 minute mark, then start against Brighton.
