If a captain's going to decide on his own what to do at toss what even is the point of the coaching staff. Captain's still responsible for individual decisions on field but I highly doubt he's going to toss and make a unilateral decision. This is very much a coach's call.

Agreed. It’s my biggest issue with his captaincy & it’s been a problem for multiple years. The middle overs, he gets too defensive & allows opponents to rebuild. Should be bringing Shaheen back now to get another wicket.
