Belgium have quite rightfully soaked up the pressure and then aimed to exploit the spaces when they've opened up, which led to the goal. You can't attack for all 45 minutes a half and have 100% possession, it just doesn't work that way. There are periods where one team has the ball, and then periods when the other has it, so there are moments where one team will just be soaking up the pressure, be that for 10/20/25 minutes. That's a normal part of international football.
