He will be better than all of them but at the moment he is not and has been inconsistent as you would expect from a 19 year old, the problem is people watching the one or two great game here and there and base their judgement on that.
A quick scour through Barca forums would give you a fairer reflection of his performances, he simply hasn’t been operating at a level where he could be called the 2nd or even 3rd best midfielder in the world.

I have never seen De Bruyne play this poorly.
Canada are playing really well when you consider the gap in quality when compared man for man with Belgium. I'll be a bit upset if we don't get something from this game. Referees have had too much influence on the game imo.
Defensively it's still pretty strong, but in attack they've really lost their edge.

I don't think Davies has recovered from the penalty miss. Been subpar most of the game and looks shattered right now.
At City he has great players around him to share the load. Belgium he is completely the main man. All the pressure is on him for Belgium. City he can have the odd off game.

This has been one of the lowest quality games this far. Canada’s final ball, decision making, composure and finishing, has been atrocious. Belgium have been fecking dreadful in every department.
