The quick revival, from being in the relegation zone more than halfway into last season to where they are now, as been excellent regardless of how much money they've spent (and they've not exactly spent obscene amounts of money in the modern day market).
It's the defensive record and only conceding 11 goals that is especially surprising. Howe's Burnley and Bournemouth teams were known for conceding goals left, right and centre (my Burnley supporting friends do credit him with a series of excellent signings that helped them get promoted under Dyche
At Bournemouth, I thought it was clear that he took on too big a personal responsibility seemingly having control of every area, which increasingly drained him and weighed him down by his time there. During his final couple of years there, he had a major role in identifying transfer targets and signings as their transfer budget noticeably increased, and ultimately delivered a series of expensive flops. So it was clear then that he was far more suited to a head coach role working with a director of football. Under that environment, and of course with better players and far more money available, he is thriving.
He did have a major role in signings at Burnley, and his record with a far more frugal budget there was excellent with him wanting and landing the likes of Shackell, Mee, Trippier, Vokes and Ings who played a major role in their first promotion under Dyche.
