Why port it regardless of what the native platform is? They could have just dedicated a developer for the PC version like how Eidos recently got Nixxes to develop the PC version of Deus Ex:HR.
Yes I'm bitter - Its getting on my tits how Bethesda is continually dumbing down the ES series. I don't want to play a console game on a PC.
Its one thing to do it for Deus Ex, its another to do it for a crazy open world game. In an ideal world you'd like separate versions, but its not going to break my balls.
End of the day they found it more efficient to make it with a lead platform then port it and make optimizations for the ported versions. Why don't you wait to see the quality of the PC version before judging? Anyone who has played the PC version says it looks amazing and even better than the console versions. Not utilising dx11 tools is really only an annoyance to the minority (graphics freaks) of the minority (pc players), and they will probably use graphical mods within 6 months anyway...
Look at the pre-order numbers, the xbox has sold 6 times more than pc so far, the pc is the best looking version and they provide the tools to create extra gameplay by giving everyone mod tools and it still sells a fraction of its sales on pc, not to mention higher incidents of piracy etc.
All things considered you can't really blame them for focusing on consoles, particularly xbox, as a business decision.
I know a lot of people are bitter about the "dumbing down" of the series we've been through it before. Personally, I like most of the changes, particularly losing efficient leveling and the link between skills and attributes. That was the single greatest obstacle in my mind to starting a new game, particularly in Oblivion were the level scaling was awful.
The stats and attributes weren't what I enjoyed about Morrowind, it was living in the world with depth and lore and getting immersed in it.
Do I like losing spell crafting? no, but I understand that as a design choice they went for a range of cast types (spray, fireball, ring of fire, rune on the ground) with different effects per element (Shock destroys magicka, Frost damages stamina, Fire does the most damage and leaves a DoT) etc so it would be extremely difficult to implement a viable spell creation.
Anyway, I understand your frustration, but I don't really think they are damaging what made the series special by any of the decisions. What made the games great wasn't anything to do with the platform (although tbh Morrowind was a turning point in the fortune of Bethesda and that was the first one to be released on xbox) so just wait and see what they've added and what remains rather than focusing on what has been cut out.
