Worth noting that some of us are already abiding by the new loan cap rules but it'll be enforced next season as law. Gives the guys that exploit it one more season, but at least its progress.

Actually its 42.8M now. You should be able to apply any time. Only slight problem is there was a cup game last night so the first team was played in that too and the players are now knackered. There's fair bit of squad depth though so team might not be weakened that much for next game.

It's obsolete. 4231/433 is used mostly.
I've used 4231 since forever and won most trophies with 15 (over double what the second most successful team has). Stain's Everton is the team to beat though.
