Yes, they are a powerhouse that other, sometimes better powerhouses can beat, however anything less than a powerhouse and Atletico are tough to beat

It all depend on how you define it. They have regressed since they reached those CL finals years ago.
At the moment we have the big boys as.
Bayern, Liverpool, PSG, Real Madrid. Then we have the big club challengers as Man City, Barca, Juventus. Then after them we have the likes of Atletico Madrid, Dortmund, Sevilla, us, Inter, Chelsea etc.
