Your brother needs to call the TO and explain the situation - then he will probably need to give a signed letter to your mate giving him authority to pick up the ticket.
Just tried it. They gave me the old "only the registered member should be using the ticket" bollocks.
The thing is I'm 95% sure it would work if I done that with a photocopy of my brother's ID but it's just a bit risky if they don't issue the ticket.
My luck must be changing , I have got tickets for City which makes 4 aways on the trot, but sorry mate as you can imagine no spares
