Just looked up a recent interview with him and he definitely leaves the door open to a switch 'I would have to think long and hard about such a decision and I couldn't see myself playing for England'. Why would he have to think long and hard about it then? It will be interesting to see if England have a move for him.

Carter-Vickers (USA) and Veljkovic (Serbia): very possibly the future CB pairing for Spurs.
He was just unfortunate to be of an age group where England have extreme strength in depth at centre back. Joseph Gomez is already a regular at 17 in the championship at centre back which is extremely rare, and Taylor Moore has since broken in to the Lens team over in France.
They also have the likes of City's Adarabioyo,Chelsea's Clarke-Salter and Boro's Dael Fry who are all good talents.Tuanzebe is very highly rated at United but not capped as well.Not to mention the likes of Everton's Ryan Ledson.
Looks like Moore played well for Lens too.
Can't wait until people thought he's French and call him the new Varane.
You are telling me that all of those guys are better than Carter-Vickers? I'm sorry but I'm not buying it. This guy shut down both Zivkovic and Milinkovic yesterday in a U-20 WC quarterfinal. They may be great talents but to say that Carter-Vickers doesn't get a look over any of them is ridiculous.
The point is not about who's better than who which is very subjective at these levels but when you have that pool to choose from, it's normal for one or two of them to be undeservingly left out.If you do watch most of them you will understand what I mean.I personally like Carter-Vickers from what I've seen and I think he will make it at Spurs.
