I'm calling BS but surely the club would not commit to a new signing unless they have decided who the manager is going to be next season is going to be? Clubs making signings and not managers rarely ends well.
I wouldn't pay that for Moura either, Don't think he is this great player that he seems to be on the Caf.60m for him would be a travesty. We could get Lucas Moura for less money than that, and he is a better player.

In fact, we're the only top club, along with Arsenal, where the manager 100% makes the decision on who should be signed, no other top club works this way, not Barca, not Real Madrid, not Juve, not even Bayern, that's the job of the sporting directors, the manager/coach is hired primarily to coach the team.
