Right. A ref never takes any other factors into his decision. I can't count how many second yellows or reds I've seen given in the first 9 minutes of an important cup game. Oh wait, I can. Refs can't make up their own rules. It's either a foul or it isn't, a card or it isn't. There's no mitigating circumstances, no discretion based on context.
Refs taking those things into account are the ones getting it wrong. That's the whole point.

Tackles early in the game compared to later are usually punished differently.
