On another note, the lack of some sort of watch list is frustrating. Also there only appears to be a weekly projection to sort from for free agents.
Edit: never mind there is a watch list under the owners tab. But it looks like you can't filter by only free agents.

Free Agent Acquisition Budget. Everyone starts with the same allocated free agent budget, say $100. You bid an amount for a free agent. Someone bidding $2 over another bidding $1 on the same player will get waiver priority.

Not sure I understand your question, but setting your lineup and the waiver wire (free agency) are two different things.
