I could see negligence, but surely the port is losing money having that sit around for so long? Just seize it and sell it for a cut price?

Fireworks use a type of gunpowder called black powder. That's old-timey gun powder, and it's super fecking explosive. Modern ammunition uses smokeless powder, which is highly combustible, but not nearly as explosive as black powder.

Weird, I have zero memory of that Tianjin explosion. Genuinely can't recall it.
I don't think the explosion half way through the close up was the main event. I reckon it was just a largish localised explosion which suggested he'd better get his skates on and run like feck.
Edit: Maybe not the best use of the expression. I've tried running in skates and it did not end well.

Sorry, I didn't realize everyone who wanted to post about a massive explosion had to present their own theory to be accepted by the convention. Come to think of it, I sort of did, in that I very lightly made fun of people who suggested it had nothing to do with fireworks, which obviously implies I thought it had something to do with fireworks.
