What exactly have Bayern denied?
If we sign him then City and Liverpool can't sign him. Even if he left a few years later, that'd do.

Ronaldo is a prime example. He always dreamt of playing for Madrid. United was a mutually successful stepping stone to that dream.
I'm not doubting he couldn't have a successful 3-4 seasons at the club, but I don't see him as someone who is going to come in and settle here for the best part of his career, that is unless we start dominating in Europe, something we failed to achieve even in Fergie's era..
Even if he goes to United, city would still win the league or finish ahead of us.

Dortmund will absolutely sell him in the summer for 100m. He will be 70m next summer. He is not going to get 350k/w anywhere.
He's ready to move for a bigger club. No agent makes 45 million unless they have agreed part of transfer fee like in Pogba's case.
Highest agent fee spent by clubs per year is around 22-23 million, which involves multiple transfers and contract extensions.
